Decker, the United States Court of Appeals for the Third Circuit upheld a line of decisions that misconstrues the functional comparability test used for administering absolute, quasi-judicial immunity. Ultimately, the appellate court and others before it have ignored the reasoning used for this test, reasoning that has served as the backbone for traditional immunity decisions.
