Technology and technological changes affect the legal system. These effects are partly direct and indirect, via changes to the economy and to society. Technological changes alter the relation- ship between the governed and the government, and between gov- ernments. Legal systems also affect the development of technol- ogy, and changes in legal systems, whether wrought by techno- logical changes, or otherwise, can have a significant effect upon business. What is the relationship between law and government? How does it evolve? What are some of the influences upon this relation- ship? These are questions which have taxed theoreticians from a number of disciplines for many centuries. This section will not presume to attempt to answer these questions, but rather, it will consider some aspects of the relationship, particularly as they af- fect business and technology.
